For decades, a procedural safety net has been woven into the Federal Acquisition Regulation (FAR) to ensure small businesses like yours have a fair opportunity to compete for and win federal contracts. This system, rooted in the Small Business Act, was not built on goodwill; it was built on clear, enforceable rules that required federal agencies to consider small businesses at every step of the acquisition process.
Today, that safety net is being systematically unraveled. Under the banner of the "Revolutionary FAR Overhaul" (RFO), the government is enacting the most sweeping changes to federal procurement in a generation. While the stated goal is to "restore common sense" and streamline the rules, the practical effect is the removal of the very guardrails enacted by Congress that protect competition and give small businesses access to the marketplace.
This is not a minor regulatory update. It is a fundamental shift that undermines true competition and small business fair access to contracts. It transfers enormous risk to contractors, reduces transparency, and creates a system where it is easier than ever for agencies to bypass small businesses in favor of large, incumbent contractors.
